Top SchoolAndrew Hoppin is a seasoned investor and civic-tech entrepreneur who blends 11+ years of leadership in government technology with venture-focused expertise in blockchain and digital assets as Chief Investment Officer at Hyla Fund Management. He’s built and scaled open-source civic platforms (notably DKAN) that were acquired and adopted by governments, co-founded NASA’s CoLab to bridge public research and entrepreneurial communities, and now backs founders through the Edmund Hillary Fellowship and board roles in health and human-rights organizations. Andrew champions decentralized, patient-centered solutions—co-founding CoverUS and advising HealthNow to give individuals control over health data while driving system efficiency. His work straddles public sector reform, startup creation, and crypto finance, combining hands-on product building with policy-savvy advocacy such as founding a pro-crypto political PAC. An unconventional thread through his career is repeatedly turning public-interest open-source projects into sustainable businesses and institutional impact.
