Andy Richardson is a seasoned technology executive with 14 years of senior leadership experience, currently operating as a fractional CTO/CTPO, advisor, NED and mentor based in Stony Stratford, UK. He has led technology strategy and delivery at scale—most recently building GovStack and guiding GovStart startups while serving as PUBLIC's CTO and Senior Advisor—and has held VP and director roles at Thomson Reuters and Fiserv. Andy combines product, engineering and investment insight, having been part of three startups from founding to exit and helped over 50 startups/scaleups raise more than £340m through accelerator programmes. He advises governments and international organisations on AI, tech policy and compliance, and unusually for a technologist also has hands-on DPO experience and a long-standing interest in regulation. Comfortable as a founder, operator and board member, he splits time between commercial clients and pro-bono mentoring for underrepresented groups and tech-for-good initiatives.
