Top SchoolBill Foshay is a Technical Director with 12 years of documented experience and over 20 years working at the intersection of cloud modernization, AI enablement, and organizational transformation. He guides federal and state clients through large-scale modernization—shaping strategies that influenced over $100M in contracts and leading teams of 20–200+ to deliver zero-trust, event-driven microservice ecosystems across Azure and AWS. A pragmatic architect and coach, he pairs hands-on technical depth (IaC, DevOps, copilots, Azure OpenAI/AWS Bedrock) with a steady, direct leadership style that focuses on measurable delivery and durable capability-building. He has led end-to-end modernization from legacy monoliths to multi-tenant, event-driven platforms, founded and scaled a SaaS product to 1,000+ users, and has run DARPA-funded software efforts that drove automated quality and performance metrics. Bill’s approach starts with listening to how systems and incentives actually work, producing ambitious but achievable roadmaps that reduce cycle times and defects. He particularly enjoys developing the next generation of technical leaders, turning strategic vision into repeatable playbooks across organizations.
