Top SchoolFernando De Melo E Silva is a transport and urban development specialist with 12+ years delivering high-impact infrastructure projects across public, MDB and private sectors, including leading the preparation and implementation of projects totaling roughly USD 400 million. With an M.Sc. in Civil Engineering from Michigan Technological University, he combines technical rigor—pavement and asset management, HDM4-RUC economic analysis and WIM systems—with strategic public policy experience as a metropolitan superintendent and MDB project team leader. He has steered complex procurement and PMU operations for a utility-scale solar PV project and guided selection of municipal BRT and urban programs under national acceleration initiatives. Comfortable at the interface of finance, regulation and engineering, he brings practical knowledge of low- and middle-income country investment needs and an uncommon breadth that spans road safety strategy, rural agricultural transport and large-scale renewable infrastructure.
