Top SchoolJoe Billings is a front-end-focused freelance web developer based in Oxford with 11 years of experience delivering pixel-perfect sites, custom WordPress plugins/themes, and interactive front-end experiences. He combines hands-on implementation skills with consulting capabilities—covering analytics, Google Tag Manager, cookie policy setup and technical strategy—for agencies and organisations of all sizes. Joe has led teams and product efforts as Head of Development and former Managing Director/Product Manager, giving him a rare blend of delivery discipline and product sensibility. His contract work for high-profile organisations like the BBC, Greenpeace and Surfers Against Sewage shows he thrives on short, impactful campaigns that exceed targets. Equally comfortable creating detailed UI animations and building reusable WordPress Blocks, he focuses on pragmatic solutions that balance design fidelity with maintainability. Based on a Computer Science degree from the University of Sussex, he brings an engineering mindset to freelance client engagements and long-term product work.
