Top SchoolJoe Westersund is an environmental engineer and licensed PE in Oregon with 12 years of experience designing and implementing air quality and remediation programs for state and federal agencies. Based in Portland, he led rulemaking and community-focused responses to toxic air pollution incidents and coordinated Cleaner Air Oregon, translating technical air toxics analysis into enforceable public-health regulations. He pairs that regulatory expertise with hands-on software and database development—primarily Ruby on Rails and PostgreSQL—to help organizations organize, analyze, and share environmental data. His background spans on-site enforcement at EPA, managing multi-million-dollar remediation challenges on constrained budgets, and teaching renewable energy topics at UC Berkeley Extension. Pragmatic and data-driven, he blends policy, fieldwork, and code to create practical, auditable solutions that serve both regulators and communities.
