Top SchoolMark Headd is a seasoned government technology leader with 16 years of experience building data-driven digital services across federal, state, and local agencies, including roles as one of the first municipal Chief Data Officers in the U.S. and Director of Delaware’s Government Information Center. He blends hands-on software development and cloud expertise with policy and budget experience, helping agencies adopt open data, modular procurement, and cloud.gov-based APIs. As a longtime advocate for civic tech, he has led teams that launched nationally recognized open data programs, introduced GitHub to municipal workflows, and partnered with Code for America on civic innovation. Currently he splits his time between strategic technology leadership at Ad Hoc and board-level work for technologists-for-good initiatives, bringing a rare mix of executive strategy, developer fluency, and practical implementation experience. Notably self-taught in software, he pairs that autodidactic curiosity with an MPA from Syracuse, and a knack for demystifying government IT—from policy to production.
