Top SchoolNoer Paanakker is a Learning & Development lead and curriculum designer with 10 years of experience building tech education programs that move people into jobs and make continuous learning part of organizational culture. Currently leading data-driven, blended learning for 200+ customer service employees at KPN, Noer combines instructional design (MSc Educational Science & Technology) with hands-on mentoring from prior roles at Microverse, TAP, and HackYourFuture. He has designed end-to-end web development programs, coached hundreds of junior developers, and scaled learning operations across regions while also co-founding a creative consultancy. A former front-end developer who still values practical coding experience, Noer brings a rare mix of pedagogy, product sense, and operational rigor to talent development initiatives. Based in Amsterdam, he pairs an academic grounding with entrepreneurial curiosity—once balancing candymaking shifts with coding and teaching—to make learning both effective and culturally embedded.
