Top SchoolPhilip Donnelly is a Senior Engineer and Operations Manager based in Oslo with over 20 years in commercial IT and 14 years focused on the space industry, now leading Release Management, QA and DevOps for the DHIS2 global health platform. He combines deep technical know-how across mission-critical satellite ground systems with hands-on delivery of open-source infrastructure that supports health ministries in 60+ countries. Philip is skilled at designing release pipelines and development practices that scale across distributed teams, blending academic rigor from a PhD in Physics with practical project management experience. His background in ESA-related systems and long tenure at CGI gives him uncommon fluency in complex, standards-driven engineering and operational risk management. Proud of contributing to DHIS2 as a Digital Public Good, he prioritizes reliability, reproducibility and measurable impact in low-resource settings. Colleagues would describe him as a pragmatic systems thinker who turns domain complexity into robust, auditable processes.
