Top SchoolRafy Akbar is a versatile Full Stack Developer and information systems manager with nine years of experience building and maintaining web applications for government and private sectors, currently overseeing eBudgeting and SABK systems for the Surabaya city government. He blends practical system design and front-to-back development (Laravel, Node.js/Express, Vue.js) with database expertise in MySQL and PostgreSQL, and has led major migrations and low-code Headless CMS initiatives that enable real-time UI composition and visual workflow design. Rafy also applies Python-based AI skills—machine learning, deep learning, and medical image analysis with TensorFlow and PyTorch—to research-driven projects, bringing model training and evaluation pipelines into production contexts. His work uniquely spans both civic digitalization and product engineering, having turned complex budgeting rules into validated, auditable workflows while enabling non-developers to craft applications via Backend/Frontend-as-a-Service features. Based in Surabaya, he pairs strong academic performance (Master’s and Bachelor’s in Computer Science) with hands-on project leadership and a knack for translating institutional requirements into scalable, maintainable systems.
