Senior🎓
Top SchoolRyan Blair is a seasoned technology leader and fractional CTO with 15+ years of hands-on software engineering and cross-functional management experience, now advising public-sector clients from New York on data interoperability, AI automation, and technical roadmaps. He has led large engineering teams and acted as CIO-level leadership at the NYC Department of City Planning, launching public-facing web applications and APIs used for demographic and geospatial analysis. Previously he drove an award-winning digital transformation at the New York State Senate that automated constituent feedback and saved an estimated 50k+ employee hours per year. Comfortable shifting between strategy and implementation, he combines product-minded architecture with practical delivery skills across standards like USCDI, FHIR, and HL7. Notably, his background blends policy-facing roles and investment analysis, giving him a rare empathy for end users and a strong sense for business and operational trade-offs.
