Ryusuke Masuoka is a Principal Information Security Officer at a Tokyo-based FinTech company with over 30 years in ICT research and more than two decades of research management experience. Formerly a Global Fujitsu Distinguished Engineer and Research Principal, he has led multidisciplinary teams of PhDs with multi-million-dollar budgets and acted as Chief Cybersecurity Advisor to Japan’s Ministry of Defense. His work bridges deep technical areas—trusted computing, CTI, software validation, LTE/5G, and semantic web—with cyber policy, having spent time at a public policy think tank and on numerous standards bodies (OASIS, IETF, 3GPP, TCG). He has led and contributed to DARPA/NSF projects and academic collaborations with institutions such as MITRE, UC Berkeley, and U Maryland, while remaining active in FIRST and other incident-response communities. Recently fascinated by Bitcoin technologies, he combines a mathematician’s PhD background with pragmatic security leadership across industry, government, and standards landscapes.
