Rockstar🎓
Top SchoolXavier Jouppe is a product and technical leader with 11 years of experience building high-traffic public services and SaaS for the French public sector, currently serving as Chef de Produit et Directeur Technique at DINUM and CTO in residence at OSS Ventures. He led the creation and scaling of Annuaire des Entreprises to millions of visits and hundreds of millions of monthly requests, combining product strategy, security homologation, and performance-driven infrastructure work. Equally comfortable shipping front-end improvements (notably contributions to the widely used api.gouv.fr) and directing roadmaps, he recruited and grew a multidisciplinary team while enabling autonomous delivery. His background spans full-stack development, ML-adjacent work in ad tech, and product management at startups, giving him a rare blend of hands-on coding and strategic leadership. Based in Rennes, he pairs engineering rigor from Centrale and Sorbonne-trained organizational strategy to pragmatic, user-focused public service delivery.
